On motion of Mr. Scammon of Saco,
Ordered[underlined], That Messrs Scammon of Saco, Clap of Portland and Moody of Kennebunk be a committee with such as the senate may join to enquire into the expediency of raising a committee to examine the pecuniary standing of the several Banks + make a complete and full development of their claims respectively upon the public credit —; to report if practicable at the present Session, if not to the Governor in the recess who shall by proclamation make known the same forthwith to the public.

Report — Harlem and China —
The committee appointed by the joint order of the two Houses of 9th Feb 7 1821 to receive the petition of the town of Harlem to be annexed to the Town of China — and also the Remonstrance of the Town of China against the same — reported that in their opinion the prayer of the Town of Harlem ought to be granted and that the expense of the committee paid equally by the two towns — 
Report read + accepted — and 
thereupon
Harlem — leave to bring in a Bill —
Ordered, that the town of Harlem have leave to bring in a Bill.
