Dear Major Elliott,
Before you return home I would like to express to you the sincere appreciation of the Medical Relief Committee and of the citizens of Halifax for the splendid assistance which you and your officers gave to Halifax during the recent disaster. The hospital which you organized and so successfully managed has been a great help in our time of need. Would you be kind enough to express to the various offi- cers and surgeons with you the deep gratitude of the citizens of Halifax for their kindness. I assure you that what you have done for us will never be forgotten and that the assistance from our friends and Allies of the United States has done much to draw closer the bonds of friend- ship which unite the two countries.
