To His Excellency The Governor and the Executive Council,

Whereas Seth W. Smith the present agent for the Passamaquoddy tribe of Indians has held the office in all full term of three years

The undersigned citizens of Pembroke [Calais crossed out] and vicinity believing that the public interest would be promoted by his removal and the appointment of a new agent Cheerfully recommend Isaac Bearce as a fit man to hold that office and respectfully ask his appointment.
