Upon the question yesterday to the House, whether the House would concur with the Senate in accepting the report of said committee & passing the order of notice, it was determined that the House would not concur - it was thereupon moved that the House accept the original report of the joint committee giving the petitioners leave to withdraw, but the Speaker being unable find such original report determined that no such motion could be sustained until the original report was upon the table - whereupon the following order was passed by the House" Ordered that a message be sent to the Senate, requesting them to send down the original report of the joint committee of both Houses on the petition of Philip Morrell & others, as the House cannot act upon the amendments made to that report by the Senate which are now before the House without having the original read & passed. - Sent up.
