The Clerk pursuant to the order of yesterday, attempted to make a verbal message to the Senate - The following words explain how far the same was accomplished and in what manner received,

"Mr President, I am charged with a message from the House. The House of Representatives having received no reply to their last message requesting the Senate to send down the original report made on the petition of Philip Morrell & others and on sundry other petitions on the same subject, all praying for a new County on the West side of Penobscot River - and not having been able to find the same in the papers sent by the Senate to the House, appointed a special committee of their body to consider the subject, make enquiry for the papers & report a statement of facts - That Committee have reported a brief statement of the facts which they were able to collect, and as they may be interesting to the Senate I ask permission to read their report as forming a part of the message with which I am charged by the House, or for leave to lay a duplicate copy which I hold in my hand, on the President's table. The President of the Senate enquired of the Clerk if his message was a written message - the clerk answered that he had already stated that a part of it was - The President then put the question to the Board, will you allow a written Message to be read by the Clerk of the House?, which was decided in the negative - The Clerk then repeated his request for permission to lay a duplicate copy of the report on the table - The President then put the question to the Senate - Shall the Clerk of the House be permitted to lay said report on the Presidents table?, which was decided in the negative. The Clerk then asked the President if he were to understand that the Message with which he was charged from the House would not be received by the Senate - To this the President replyed that he should hold no further correspondence with the Messenger from the House. The foregoing having been communicated by the Clerk on his return to the House, on motion of Mr Williams, it was Ordered, that as the Senate refuse to receive the Message of the House, attempted to be communicated by the Clerk today
