The committee to whom were recommitted the papers in relation to the formation of a new County west of Penobscot river, have had the same again under consideration, & report that any disagreement between the coordinate branches of the government is deeply to be regretted & should be avoided by every reasonable effort to correct mistakes - but when the rights of an independent, coordinate branch of the government are denied by another branch it becomes the imperious [?] duty of the Branch whose duties are thus denied to protest against such denial & to place upon its House upon those facts - & inasmuch as the former report of this committee has been entered upon the journals of this House, your Committee report the following Resolutions
