The Main Regts here are doing well I have watched the progress of those there who were transferred from the 4th and I assure you they[?] who[?] do [?] to the State, Col Ward of the 38 [?] [?] informs[?] me[?] that they are the best men in his Regt. & I consider his [?] [?] a recommendation

The Maine Regts here are doing well. I have watched the progress of those men who were transferred from the 4th and I assure you they now do [?] to the State. Col. Ward of the 38th N.Y.V. informs me that they are the best men in his Regt. & I consider his [?] opinion a recommendation.
