[page 888] The scuffle occurred just before the breakfast hours. As Mr. Vaughn was passing into Hill's room to put it in order for the day they had some trouble and Vaughn came into the attendants' room and got the belt and wristers and requested one to go and help put them on, I did so, and passed into the dining room. Vaughn went back into the attendants' room to prepare himself for breakfast, and as he was going along by this Hill, they had more troubles. I heard the scuffle and went immediately in, and saw Hill kick at Vaughn, do not know whether he hit him or not. Vaughn took him down upon the floor held him perhaps a minute or two and let him get up. Dr. Harlow was passing through the lower wards and heard the fall and came up into the dining room; when Dr. Harlow got round where we were the scuffle was all over, Hill was on his feet, jawing. Dr. Harlow inquired into the trouble, Mr. Vaughn told him he had trouble in getting the straps upon him. Dr. Harlow reprimanded him pretty severely, told him never to undertake to put the wristers on a man or handle him in any way without sufficient force to do it without using him roughly, a sufficient number of attendants.
