A. I did, there was not a defalcation, but there were some irregularities which not ought to have been. They were building there and at a certain time they wanted to pay a bill of about $600 and there were no funds appropriated for that purpose, and Mr. Leighton let to that the department that amount and it was not paid for a long time.
