Art. XIII. Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly con- victed shall exist within the United States or any place subject to their jurisdiction. Section 2. Congrefs[sic] shall have power to en- force this article by appropriate legislation.
Be it therefore enacted by the Senate and House of Representatives of the State of Maine in legislature assembled as follows on Sect 1. That the said proposed amendment be and the same and the same is herby ratified on behalf of the State of Maine. Sect. 2. This act shall take affect as its approved by the Governor.
