Council Chamber, January 23 1821

To the Senate and House of Representatives.

                                   The Secretary will lay before you the

treaty concluded with the Penobsoct tribe of Indians, also, their release to the Commonwealth of Massachusetts of all their claims on that State: I suggest the propriety of your giving to these documents your early attention, as it may be rendered necessary to have the release placed in the hands of our commissioners, ( who are now at Boston,) at as early a period as your convenience .will permit.
