The author of this letter may be Asa Hill (1760-1828) of Gardner, MA, who was town Moderator in 1812, 1816, and 1824. He also had connections of family or acquaintance with Harrison Gray Otis.
"Mr Varnum" is probably Joseph B. Varnum (1750/51-1821), a Massachusetts legislator who was also Speaker of the US House, and a US Senator, at the period of this letter.
The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
