On motion of Mr. Chandler. Ordered, that the Joint Standing Committee on Banks, and Banking be instructed to inquire into the expediency of providing by law, that the Acts of Incorporation or Charters of all Banks, passed or granted prior to the 17th of March A.D. 1831, which may be hereafter modified, or the amount of their Capital Stock increased on the application of the President, Directors or Stockholders thereof, shall at all times thereafter be liable to be amended, altered or repeated, at the pleasure of the Legislature, in the same manner as if an express provision to that effect were therein contained -- read and passed.
