[Report on Remonstrance agst Thos. Ruggles election &c] The Committee on Elections to whom was referred the Remonstrance of the Selectmen of Addison and others - report - that no evidence has been adduced to support the remonstrance and that Thomas Ruggles was duly elected, and is entitled to a seat in this House.

Read and accepted.

[Counsellor Whitney] [proposition for a convention to qualify him.] Mr Moody came with a message from the Senate, proposing a convention of the two houses at 10 oclock this day, for the purpose of qualifying William C Whitney Esqr as a Counsellor to advise the Governor in the Executive part of government.

[agreed to.] Mr Delano is requested to inform the Senate of the concurrence of this House in their proposition.

[Bill directing before whom certain offices shall be qualified -] Bill "directing before whom all Judicial, Civil and Military Officers shall be qualified, where not otherwise provided for in the Constitution"

[- Engrossed] Read a third time and passed to be engrossed in concurrence with the Senate.

[Counsellor Whitney qualified] Agreeably to assignment the two branches of the Legislature met in convention in the Representatives Chamber at 10 oclock: - when William C Whitney Esq Counsellor elect, appeared, and took and subscribed the oaths and declaration prescribed by the Constitution to qualify him for a discharge of the duties of said office.

The business of the convention being accomplished the Senators then withdrew.
