The Commander in Chief, anxious to impress the minds of his fellow-citizens with the great importance of an efficient Militia consisting of the active body of the free citizens of the Commonwealth, cannot but feel himself highly gratified with the respectable character it has so deservedly acquired. But as in the operation of this institution, there may be a little to correct, as well as much to approve; he anticipates the remedy of every defect as soon as it shall be announced.
