Thus we are hourly[?] receiving[?] evidence of the effects of Mr Coffins [?] and if Maine had not taken the course she has the woods would have soon been filled with trespassers[?] under permits from Mr Perley and others like him. Bapt Rines says Perley has no permits on the Aroostooks, but 2 on the Main St John, there is no question but that these persons intended to trespass and so did Whitney[?] under cover of granted[?] lands

I have also seen a letter to day from one J. B. Smith informing the settlers here that he is going on to Col[?] land to lumber and that he would employ them &c I am apprehensive that they will attempt to get in supplies by the way of our Houlton road[?], and for this purpose I would recommend that a small part of six or seven men should be placed there as we cannot depend upon any one there to keep a look out – and we are also paying[?] Fairbanks for keeping our men passing[?] in and out on duty which expence [expense] would be much reduced and I think I can arange [arrange] it and require no more men to make all safe and do the other duty here than[?] I mentioned to you[?] It[?] might also have a tendency to prevent Fairbanks [?] or[?] attempting[?] to do so all the land that is good for any thing in his vicinity[?]. I will consult with Col Jarvis when he returns and if it is considered best to do so we will make the necessary arangements [arrangements] immediately. Gun powder is bad nine tenths of it is the old powder of 1814 if convenient I should think it would be well to send in some, we have plenty of balls[?] &c but only about two quarter casks of powder 3500 rounds of Ball Cartridges made[?]
