Capt F M[?] company H[?] having resigned and being honorably discharged from the service I would respectfully recommend the following promotions vis [viz]

For Captain – 1st Lieut Augustus B Farnham

For 1st Lieut – 2nd Lieut. Frank H. [?]

For 2nd Lieut – Sergeant Horatio Staples

the above are all good officers, besides being exceedingly popular generally. Altho [Although] I am aware[?] that it is a poor time to recruit nevertheless at the earnest suggestion of Genl Porter commanding this Division I have detailed for that service 1st Lieut James[?] Dean Company A and Sergeant Orcutt from the same Compy[?]. Lieut D is a worthy officer and perfectly understands the requirements of this regiment. They will report at your “Head Quarters”
