To His Excellency Gov. Cony
Governor,
I have the honor to recommend the following officers for promotions. I do this at the present time to secure to deserving men positions which the casualties of this campaign may otherwise prevent their receiving.
I would recommend 1st Lieut Weston H. Keene of Co. D, to be Captain of Co "A" vice [as used here, meaning: in place of, a substitute for] Morrell killed in battle. 2 Lieut. William K. Bickford of "H" to be 1st. Lieut. Of Co "H" vice Morrell promoted.
