are full; twenty six were present, none absent and one vacancy. You will herewith receive a copy of the record of the proceedings had at the time of the election. It appears that there was but one vacancy in the Regiment and that the electors were all notified; that Captain Eldred and a number of other officers were absent from home at the time of the election. Therefore, after consideration of every circumstance, it is my opinion, the election ought not to be set aside. --
