Bangor Aug 9. 1862 Gov. Washburn Sir- Permit me to call your attention to Capt. Albion P Wilson of the 2nd Me Reg. as a person, inn my opinion worthy of promotion, whenever a proper place is open for him. An acquaintance with him somewhat intimate since his return from the peninsula for his health has satisfied me that he is a brave & intelligent officer & one who (?) worthily fill a higher place than he now occupies. He has been with his regiment from the first & shared in all the battles in which this eventful corps has participated,
