Ques. What do you understand to be the primary object of an insane asylum, to cure the patients or keep them. Ans. There are two objects; some hospitals do both cure and keep. The hospital across the river is used both as a hospital and as an asylum, it has a double purpose. Ques. The policy of an asylum should be to cure the patients as fast as possible and send them home. Ans. Yes sir. Ques. While you were connected with the hospital do you think it did all that an asylum could do for the cure of the patients. Ans. I do not think it did. Ques. Do you think the policy of the asylum was as progressive as it should be. Ans. I do not think it was I do not think there was sufficient care and attention given to the patients. Ques. Do you think that the discipline over the attendants was as strict as it might have been. Ans. I think they understood from my testimony before that I did not think there was much discipline there.
