was called up - The House voted to adhere to their vote passing the Bill, & appointed Messrs Richardson, Spring of S. & Gowen Conferees on their part - Sent up for concurrence.

[Resolve - notices in newspaper of State]

Resolve providing for the publication of notices required to be inserted in the Newspaper of the privater to the State, was read & indefinitely postponed in concurrence with the Senate.

[Special Report on subject of difference of two Houses]

[Resolves protecting agst the conduct of the Senate -]

The committee to whom were recommitted the papers in relation to the formation of a new County west of Penobscot river, have had the same again under consideration, & report that any disagreement between the coordinate branches of the government is deeply to be regretted & should be avoided by every reasonable effort to correct mistakes - but when the rights of an independent, coordinate branch of the government are denied by another branch it becomes the imperious [?] duty of the Branch whose duties are thus denied to protest against such denial & to place upon its House upon those facts - & inasmuch as the former report of this committee has been entered upon the journals of this House, your Committee report the following Resolutions

Viz.

Resolved, that the reports of Joint committees of both Houses when made to either Branch, become the property of both Branches of the Legislature, & are subject to the call of either, wherever the same are not under consideration in the other Branch -

also

Resolved, that each Branch of the Legislature have the right to accept, amend or reject the report of joint committees in their own body, but not to alter, erase or destroy such report so as to prevent the other Branch of the Legislature from considering & acting upon the original report -

also

Resolved, that the report made to the Senate on the 18th inst. by the joint committee of which the Hon. Ellis B. Usher was
