Bangor Sept 4, 1861

My Dear Sir

I understand that there are one or more vacancies of Lieutenant in the second Regt. Volunteers from Maine, and that Saml. R[?] Hinckley is an applicant for the position. I have known this young man from childhood to the present time, and have the most entire confidence in his bravery and capacity to discharge all the duties appertaining to the office or[?] position[?] he needs[?], and you will gratify a large and influential[?] circle of friends and acquaintances by gratifying his wishes.

Very Truly Yr

Rufus Dwinal

To His Excellency
