Dear Sir,
You may recollect that I spoke to you in regard to one J. F. Ballard, now in Jail, claimed as having enlisted in the 4th Battery.
He has never been mustered into the Service, and says he did not knowingly enlist having been Stupified by drugged liquor when the enlisting officer accidentally came acrost him.
I suggested that the past would be forgotten if he would now go into the Service, but he declines to do it.
Is it not better now to discharge him? I think I can make him appreciate it as a favor.
