The author is probably Moses Carlton Jr. (1766-1857), a merchant shipowner of Wiscasset, who served on the Executive Council of Massachusetts during this period.
"Tallman" is probably Peleg Tallman (1764-1840) of Bath, who succeeded Orchard Cook in the U.S. House in 1811-13. He was subsequently an overseer of Bowdoin College, and a member of the Massachusetts Senate.
"Mr Maxwell" [?] might perhaps be Sylvester Maxwell (1775-1858) of Charlemont, a member of the Massachusetts legislature during this period.
The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
