Fairfax, July 5. 1820.

Sir,

Agreeably to directions of the twenty sixth June last, I have made inquiry into the proceedings of the election of Field Officers in the first Regiment, first Brigade, and second Division. I find that orders were issued by Brig Gen. Gould (he having previous orders from Maj. Gen Henry Sewall to fill all vacancies in his Brigade), for calling the electors of said Regiment together for the choice of Field Officers, that the Adjutant was directed to notify the several Captains, and they, their subalterns of the time, and [one struck through] place and purpose of meeting; and that the Adjutant gave notice accordingly. I likewise ascertained that the Subalterns in Capt. Eldred's Company were notified, as appears by their certificate, which you will herewith receive. I further learn by the presiding officer Col. Jesse Robinson that the two officers who were not commissioned, voted by the unanimous consent of the electors present. There are thirty six electors in the Regiment, when all the vacancies are
