A letter was received from James Collins Esq. a counsellor elect signifying his acceptance of that office; and it was 
Read and sent down.

Ordered that message go to the House of Representatives, proposing a convention of both branches of the Legislature, in the Representatives chamber this day at 12 o'clock, for the purpose of qualifying James Collins Esq. a Counsellor elect, who had signified his acceptance, and was ready for that purpose.

A message was received from the House by W. Child their clerk, that the "House of Representatives concurred in the proposition of the Senate, also that the House had made choice, on their part, of Brigadier General Simon Nowell as Major General of the first division - to fill the vacancy occasioned by the death of Major General William Frost - and that they requested the concurrence of the Senate."
