I lay before the two branches of the Legislature for their consideration the Report of Lt. Col. Strong of the Topographical Engineers of the United States, on a Reconnaissance, for a Rail Road from the Coast of Maine to Quebec, together with a sketch of the County traversed by the Routes treated of in the Report, and which is intended as an accompaniment to that document.
