I regret to learn indirectly of the death from wounds of Capt. Billings of Company "C" & Lieut Linscott of [ink blot]. I do not propose to make any recommendations to fill those vacancies at present. It is of such importance to the interests of the Regiment & the Service to have good officers, that I wish to exercise the greatest care in recommending any to your favor.
