cannot expect to be promoted. Moreover, he lacks energy & promptness in the ordinary routine of military life. Mr. Besse has had charge of that company a good deal, & he would be just the man to make up for the deficiencies of Mr. Lewis. The company needs a captain, & I hope Mr. Besse may receive the appointment.
Mr. Lewis is a man of excellent character & I should be sorry to have him resign but he has not yet up to the ideal of a captain. It would give me much pleasure to recommend him, whenever I can with conscience.
