have known for many years, as an able energetic man -- I have also made enquiries concerning him as a military man, and am satisfied that he has acquitted himself well in that capacity. He is the ranking Capt & therefore should be appointed Major if he is qualified for the position I have no doubt that he will be recommended by his superior officers of the Regt -- I trust he may receive the appointment at your hands
