I have the honor to address you in behalf of Capt. A. B. Twitchell of the 7th Maine Battery, who writes me that he is proposed as Major of the Light Artillery Regt. from our state.
I am well acquainted with Capt Twitchell and know what his reputation is in the army, and I can conscientiously and cordially say that I know of no officer in that arm of the
