As the security of the people, the uninterrupted enjoyment of individual rights, the protection of property and the peace and harmony of society, in a great measure depend upon the correct exposition and impartial administration of the laws through the instrumentality of our Courts of Justice; it is highly important to the people themselves, that such adequate compensation should be assigned to our first judicial officers as shall command the services of men of unquestioned integrity, possessing the first [?] intelligence and extension of legal attainments.
