To the Senate & House of Representatives
The Secretary will lay before you a communication from his Excellency the Governor of Massachusetts proposing a compromise in relation to the lands, the property of that Commonwealth in this State, by which the interests of Massachusetts may be transferred upon such terms and conditions as may be agreed upon by the Legislature as may be agreed upon by the Legislature of the two States.
