Congress will consequently expire. It is understood that a bill for the apportionment of Representatives is now before Congress, but, from the information re-ceived from each of our Senators + Representatives in that body, who all concur in opinion, there is no reason to expect its passage until after the adjourn-ment of this Legislature. Under these circumstances, I have deemed it proper to call the attention of the two Houses to this subject, that such a course may be devised as will ensure a seasonable election for the next Congress. At the same time, I cannot but express a hope that this may be accomplished without incurring the expense of an additional session.
