The Treasurer having submitted to me a detailed statement of his proceedings, I have directed the same to be laid before the Legislature for their information.-

[Governor's message respecting weights & measures] From an examination of the papers herewith communicated, the treasurer appears to have used great diligence in acquiring such information as would be most likely to enable him to effect a compliance with the law, - and that he has failed in such compliance is attributable to the defect of the standards in use in the parent State. The subject of weights and measures has recently received the attention of the National Legislature, and an able report giving a full view of the different standards in use in the several states of the Union, as well as in Europe was made to Congress by the Secretary of State of the United States toward the close of the last session. A copy of this report will be furnished you by the Treasurer.

As Congress, under the Constitution of the United States have the power to "fix the standard of weights and measures," and as the Secretary's report is now before that body, the Legislature may perhaps deem it expedient for the Treasurer to suspend any further proceedings requiring the expenditure of money, at least for the present. It is not apprehended that any considerable inconvenience will result from the short delay, inasmuch as it is understood the several counties are furnished with beams, weights and measures proved by the standard of the parent state.
