Have you any Togus patients there? A. I have papers in their cases. Q. How are they committed? A. By ^the certificate of two physicians Q. Can that be done under the laws if they are not citizens of any town, or citizens of this state? A. It has been customary to receive them by the permission of the trustees to accommodate the Home, until they can be transferred to the hospital at Washington Q. How long have they staid [stayed] there at the longest? A. From a few weeks to a few months may be. Q. Now do you not know, being very familiar with all these things, that that receiving of patients from the Togus Home is contrary to law? A. Possibly it maybe. It has been done to accommodate the officers of the Home, they not having any conveniences for taking care of them; some of them quite violent and troublesome.
