Gentlemen,

I understand that it is necessary to appoint a new Agt. for the Penobscot Tribe of Indians, and beg to recommend F. H. Dillingham Esq. of this city for that office.

I have been acquainted with, and had business with Mr. Dilingham for the past twenty years, and it gives me great pleasure to say that from my personal acquaintance and his general reputation, I believe him to be entirely honest and an accurate business man, who would do the duties of the office justly towards the Indians, & faithfully to the State.
