The Committee appointed to enquire into the cause why the record was made to send the Report of the Joint Committee raised to agree on some person to draft Bills, to the House of Representatives for their concurrence before said Report had been fully acted on at this Board, and report a Statement of facts, have attended to the subject, and on enquiry of the Secretary of the Senate, he informs that the entry on the Journals "and sent down for concurrence" was made by him as matter of course, without reflection; and that the paper was not sent by him to the House, with any intention or thought on his part to defeat or affect the reconsideration moved

for; and that no suggestion was made by any person in his hearing respecting the hastening it to the House, nor had he a thought of such an effect.  He answers on inquiry that he did hear the notice given him by the President, of the motion to reconsider but apprehended that it referred to an entry only of the notice on the Journal; and from the evidence exhibited to your Committee they would fully exculpate from any intentional error each and every of the Officers of this Board: Report read and accepted.
