In some of the most urgent cases, I have directed such repairs to be made as were necessary to secure and preserve the public property, and for which, the accounts will be presented the present session. In other cases less urgent, the commanding officers have been directed to furnish statements of the necessary repairs, accompanied by estimates of the probable expense. It is believed also, that in many instances, the apparatus connected with the field ordnance, will be unfit for use another season, without very considerable repairs. As the property entrusted to the care of the several Artillery Companies is of no inconsiderable value, it may be expedient to adopt such further measures as will more effectually ensure its preservation, and a proper accountability for its condition and safe keeping.

Under the Act of Congress, "for arming and equiping the whole body of the Militia of the United States," I have received from the War Department fifteen hundred and nine stands of arms being the quota apportioned to Maine, from January 1 1820, to December 31 1822, The arms due this State for the four years prior to January 1820, are included in the apportionment made to Massachusetts, and will, no doubt, be delivered over by that State whenever we shall make application therefor.

On the twelfth day of May last, the office of Treasurer of the State became vacant by the death of the Treasurer.
