Being anxious that every obligation of the Executive department of the Government should appear fully discharged, I solicited the other member of the Committee to proceed alone. The Attorney General has accordingly devoted himself for some weeks to an examination of the subject and presented a report and Bill, which I now transmit, and of which the merits will be found to entitle them to the most serious attention.
