[Bill regulating Municipal affairs of Portland] Mr. Emerson from the committee on the Judiciary on the petition of the Inhabitants of Portland reported Bill regulating the Municipal affairs of the town of Portland and the same was read once and today at 12 oClock assigned for a second reading.
