Ordered that Messrs. Wilson of Bingham, Cilley of Thomaston and Libby of Scarborough be a committee to inquire into the expediency of changing the method of defraying the expenses of making County roads from towns, who are now required by law to make such roads, to counties, so that the same power which authorizes the laying out, should be held liable to make such roads with leave to report by bill or otherwise.

Ordered, that the Committee on the Judiciary be instructed to inquire into the expediency of providing by law that in cases when County Commissioners have awarded damages to any person on account of the location of any road or public highway, across land supposed to be his and the title thereto shall afterwards be questioned by a third person - said Commissioners be authorized to inquire into such title, determine to whom such damages rightly belong and order payment to be made accordingly, and also to inquire as to the expediency of providing that the amount of damages sustained by any individual shall be finally determined without the intervention of a jury - read and passed. Sent up for concurrence.
