To the Senate and House of Representatives; I herewith transmit for your consideration the Report of George W. Coffin and Daniel Rose, the Commissioners respectively appointed by the Commonwealth of Massachusetts, and by this State, for the purpose of agreeing upon a system for the sale, disposition, and management of the public lands belonging to the tow states. In order to carry into effect the proposed system, which seems well calculated to promote the objects intended, it is necessary that it should be approved by the Legislatures of the respective States. To the Senate and House of Representatives The Secretary of State will lay before you a copy of a communication from William King, the agent appointed in pursuance of the Resolve for this purpose, to enquire into and to ascertain from the Government of Massachusetts, why the third part of the amount received from the United States on account of the claim for the services of the Militia during the last was with Great Britain, has not all been paid over to the Treasury of this State, and also a copy of Mr Kings correspondence with the Governour of Massachusetts, and of the Report of the Executive Council of that Commonwealth in relation to the subject.
