[Bill to Incorporate Portsmouth Company.] "An Act to incorporate the Portsmouth Company" was read a second time, and a motion was made by Mr. Megquier, to strike out the third section of said Act, which question being ordered to be taken by yeas and nays, was decided in the negative as follows, To wit:
