I communicate for your consideration a letter from the Secretary pf State of the Commonwealth of Massachusetts dated the 18th instant, with a copy of "Report and Resolves relating to the Massachusetts Claim" which have been adopted by the Legislature of that Commonwealth; and a copy of a circular letter from the Governor thereof upon the same subject.
