Bill enlarging the powers of Constables in the town of Calais - laid on the table by Mr Emerson of Calais, was read 1st & 2d time & tomorrow at ten o'clock assigned for a 3d reading.
On motion by Mr Robinson of Hallowell Ordered, That the committee on Banks & Banking be instructed to inquire into the expediency of passing a law to restrain the Banks in this State from discounting papers payable at any place other than those in which the Banks are respectively located, in such a manner that the whole amount due upon such paper shall not at any time exceed one fifth or other suitable proportion of the total amount of their respective loans.
Bill - providing for the appointment of a Judge & Register of Probate for the northern district of the County of Washington, was read a 3d time and passed to be engrossed. Sent up for concurrence.
On motion by Mr Curtis of Freedom Ordered, That the several Banks in the State be required to make a return to the Secretary of State as soon as practicable - Showing what proportion of their discounts for the last year were made payable at the Bank and what amount was payable in Boston - the amount of Stock held by directors - the amount of Stock held by directors - the amount of the liabilities of such directors and stockholders and the amount loaned to them - and that the Secretary of State be required to form an abstract of such returns &
