General S Williams Asst. Adjt. Genl. General. I would respectfully recommend to the proper authority for pro- motion Col. J L. Chamberlain of the 20th Maine Vols Col. Chamberlain is an officer of Ed- ucation and ability, and has made it his duty to inform himself in reference to his present profession. He has always ex- hibited excellent judgment on the battle- field and was especially complimented for his conduct at Gettysburg, and I trust, should the appointing power be pleased to advance him to the rank of a Brig- adier, for which he is so well qualified than he may be permitted to remain on duty with this Division.
