To the Senate and House of Representatives
I have received this day from the Governor of Georgia a copy of a Resolution recently adopted by the General Assembly of that state, proposing an amendment to the Constitution of the United States, which in compliance with the request therein contained I lay before the two branches of the Legislature for their consideration.
