I understand you are to commission some of the officers for the "Black Regiments" The bearer of this Sargent Augustus J. Neckerson of this City is well worthy of a Capts Commission which he seeks- I am informed that when the war broke out he was in command of a vessel which he left at the wharf in this City & enlisted as a private in our gallant "Second" with which he has been ever since partaking in all their glory & bravely & faithfully doing his duty- Mr Nickerson is favourably known by our citizens & his family & friends are among us- I think you would gratify our citizens here- his fellow soldiers & do an honor to the service by giving him the commission he asks for
